HDB water heater installation: 5 checks before you buy

If you are replacing a water heater in an HDB flat in Singapore — a 3-room, 4-room or 5-room resale unit in places like Toa Payoh, Ang Mo Kio or Tampines — the unit you buy is usually the easy part. What decides whether the job goes smoothly is the point the heater hangs on: the isolator, the pipe size, the ceiling space above it and how the old unit comes out. This is written for HDB owners and the contractors who maintain rental and MCST units, and it is the same five checks our own technicians run before we quote a replacement.

Quick answer
Before you buy a heater for an HDB flat, confirm five things: (1) there is a working isolator on that point, (2) your pipe run is 15mm or 20mm — not old 13mm, (3) there is physical space above the ceiling for the tank you have chosen, (4) you know whether your change needs a PUB notification, and (5) the old unit can actually be removed and disposed of. Get those five right and the swap is usually a same-day job. Get one wrong and you are looking at extra plumbing, a return trip, or a heater that runs cold mid-shower.
Check 1: Is there a working isolator on the point?
If your heater has no dedicated double-pole isolator within safe reach — or it has one that is shared with the lights — then anyone working on the unit is relying on the main switch. Switching off the main supply to change a heater takes the whole flat dark, and a point that cannot be isolated is not something a competent installer will work on without raising it first. Adding an isolator is a small, cheap fix, but it has to be planned for, because it is electrical work and needs an EMA licensed electrician, not just a plumber.
Check 2: Is your pipe run 15mm, 20mm — or old 13mm?
Pipe size is where a lot of HDB heater replacements go sideways. Older HDB points were often run in 13mm or 15mm, and many were originally sized for an instant heater. Put a larger storage unit on the same supply and it can struggle to refill between showers, so the water turns cool halfway through the second person's shower — and the owner blames the new heater. During a survey we check the run, the incoming supply and, where it matters, the flow at the point, then size the unit to what the pipework can actually feed.
Where a bigger unit genuinely needs a longer bracket run, a section of concealed piping, or ceiling cutting and reinstatement, that is scoped and quoted before we start — not discovered midway through the visit.
Check 3: Is there usable space above the heater?
Storage heaters are bigger than the instant units they often replace, and in an HDB bathroom the ceiling above the shower is frequently boxed up with pipework and wiring already in it. It pays to measure the position properly before you buy: the tank body, the valve stack, and the clearance needed to get a spanner onto the connections. If we have to open a false ceiling or box-up, cutting and touch-up reinstatement is included in our quote.
Check 4: Does your change need a PUB notification?
A straight like-for-like swap on the existing point does not need PUB approval. Installing a new heater tank or relocating the unit does. The distinction matters because heater pipework is PUB-regulated sanitary plumbing work — it has to be carried out by a PUB licensed plumber, and the submission has to be made properly. Where a notification is required, we prepare and file it as part of the job, so you are not left chasing paperwork after the technician leaves.
Check 5: How does the old unit actually come out?
This is the check most owners never think about, and it is the one that turns a two-hour job into a half-day. A tank has to be drained and carried out of the flat, and there has to be a live isolation point so the removal can be done safely. Disposal of the old unit is planned into the visit rather than left on the landing.
While the connection is open we also inspect the valves and the flexible hose at that point. On a recent replacement at an HDB maisonette in the Tanglin area, the new electric storage heater, gate valve, check valve, air release and anti-vacuum valve all went in as one scope, with pipework modification and the panel reinstated afterwards. The old unit was bulky enough that it could only be removed after the tank was fully drained.
DIY vs licensed: the safety line
- Never work on a live heater. Isolate the heater circuit at the isolator or the main switch before anything is opened, and test that it is dead.
- Heater pipework is regulated. New or altered pipework to a heater tank is PUB-regulated sanitary plumbing — it needs a PUB licensed plumber. Ours is Lam Kien Choon, WS16882018.
- Electrical changes are electrician work. Mains connections, earthing and any new isolator need an EMA licensed electrician. Our electrical team works with EMA consortium partners.
- A tank of hot water is heavy. A storage heater holds tens of litres at high temperature. Draining and removal is not a one-person job on a ladder.
- Sealed units are not repairable on site. An instant heater with a cracked element is a replacement, not a repair.
- Do not tape, glue or reroute a heating hose. The flexible connection at a heater is rated for that pressure and temperature — a hardware-store hose is not.

How long does an HDB water heater replacement take? +
If the existing pipework and isolator suit the new unit, the swap is usually done in about two to three hours including testing. If the new heater needs a longer bracket run, a section of concealed piping, ceiling cutting and reinstatement, or the total draw needs checking first, it runs longer. Do I need PUB approval to replace a water heater in an HDB flat? +
